The purpose of this position is to perform a variety of duties related to the administration and record-keeping functions regarding Medical Leave, including but not limited to, Family Medical Leave, CCBC Medical Leave, Departmental Medical Leave, the Sick Bank, and Union Leave donations. Identify and resolve employee, Human Resources, and Payroll record issues associated with absence. Perform additional duties in support of the Human Resources (HR) Department.
Compensation within the posted range is determined by a candidate's education level and/or years of experience in the field. Generally, employees are hired in the lower third of the scale.
Bachelor's degree and two (2) years of experience in Human Resources working with employees and HR processes related to medical leave usage. Human Resources Management (SHRM) Professional certification preferred.

- Receive and respond to Family Leave Requests. Maintain, compile, and file all CCBC medical Leave (FML, CCBC, Departmental, Union Donations, Sick Bank, etc.) records.
- Communicate daily (orally and in writing) and follow-up with employees taking leave. Consult with supervisors, HR staff, and other interdepartmental staff.
- Audit and reconcile CCBC sick leave donations and usage. Audit leave requests and payroll records to ensure leave is being appropriately accrued, approved, and taken.
- Document policy violations, where appropriate.
- Assist with Open Enrollment.
- Administer all aspects of the Family Medical Leave (FMLA), CCBC Medical Leave, Departmental Medical Leave, Sick Bank, and Leave Donation programs. Provide extensive case management and coordinate administrative aspects of the cases.
- Serve as the subject matter expert for FML, CCBC leave, Departmental Medical Leave, CCBC sick bank and union leave donation policies in accordance with the applicable federal and state employment laws (FMLA, ADA, USERRA, Pregnancy Discrimination Act, Maryland leave laws, Union agreements, etc.).
- Manage all administrative aspects of FML leave requests
- Receive and process FMLA leave requests.
- Independently approve and/or deny FML leave requests based on relevant medical information.
- Communicate with medical professionals, as needed.
- Work closely with the employee, medical professional, manager, Human Resources, and payroll to ensure that employee's pay is accurate.
- Ensure all relevant completed medical documentation is submitted for timely review.
- Track and report paid and unpaid hours used.
- Maintain appropriate contact with employees throughout their leave and coordinate all aspects of the employee's return to work.
- Meet regularly with manager to review the status of complex cases and develop legally sound strategies for resolution.
- Assist with investigations of alleged fraudulent activity. Work closely with the employee relations unit to identify and research issues.
- Collaborate with HR staff, CCBC employees, and Payroll, ensuring leave is correctly accrued, documented, and taken.
- Administer CCBC Medical Leave and Departmental Medical Leave policies for those employees not eligible under the Federal Family Medical Leave Act.
- Administer the CCBC Leave Bank, carefully tracking Leave Bank contributions, requests, and balances.
- Administer, track, and process Union leave donations according to the Union's Memorandum of Understanding.
- Coordinate, file, and organize all medical information and ensure that HIPAA and Employee Privacy guidelines are closely followed.
- Produce accurate reports of leave use, as requested.
- Assist in the creation and presentation of training activities related to CCBC leave policies.
- Assist the Director of Benefits with the development, implementation, and monitoring of new or revised processes, policies, directives, checklists, and/or procedures.
- Meet schedules and timelines, organize multiple projects efficiently and effectively.
- Provide superb customer service to internal and external customers, using effective listening skills and ensuring timely research and follow-up through resolution. Respond to questions, emails, and phone calls within 24 hours, and participate effectively in collegiate discussions ensuring positive interactions with employees at all levels of the organization.
