Academic Dean

Eastern Shore Community College is a member of the Virginia Community College System. The College serves the residents of Accomack County and Northampton County as a two-year institution of higher learning.  Operating under policies established by the State Board for Community Colleges and the Eastern Shore Community College Board, the college is financed primarily with state funds, supplemented by contributions from the two counties and the Eastern Shore Community College Foundation.

The Academic Dean position at Eastern Shore Community College provides sound operational management and strong academic leadership for instructional programs grouped within the academic division.

The Academic Dean will work with the Vice President for Academic, Student Success, and Workforce Programs, to provide college-wide leadership role for instructional programs, to achieve appropriate consistency, currency, and excellence in academic programming and delivery of instruction. The Academic Dean works collaboratively with others in the college community to strengthen the quality of the teaching and learning environment to foster the development of the whole student.

The Academic Dean reports to the Vice President for Academic, Student Success, and Workforce Programs; serves as a member of the campus administrative staff, President’s Cabinet, and Curriculum and Instruction Committee; and works collaboratively with other members of the college community to advance the college in accord with its vision, mission, core values, and strategic goals.

FUNCTIONAL RESPONSIBILITIES:

  1. CURRICULUM
    1. Direct the analysis of the learning, career, and skill needs of the constituencies served by the college and the courses of study appropriate for responding to those needs, consistent with college policies and, as appropriate, with accreditation and licensing agencies’ requirements.
    2. Support the design and development of curricula, courses, syllabi and specifications for textbooks, materials, laboratory and technical resources, consistent with college policies and procedures.
    3. Work with the VP in the evaluation of programs and courses for currency, relevancy, and effectiveness.
    4. Serve on other ESCC committees as needed.
  1. ACADEMIC STANDARDS AND ASSESSMENT
    1. In collaboration with the Vice President for Academic, Student Success and Workforce Programs, communicate standards, goals, and definitions of learning outcomes and teaching requirements for the College to ensure consistent delivery of quality instruction.
    2. Work with appropriate stakeholders in the development and implementation of effective methods and tools for measuring learning outcomes and students’ educational goals.
    3. Review and evaluate learning results through outcomes assessment and student evaluation of instruction to ensure compliance with regional and specialized accreditation requirements.
    4. Assist in identifying corrective actions to ensure program effectiveness and efficiency.
    5. Assist ESCC department chairs and other departments with accreditation reporting and standards related to specific disciplines.
    6. In collaboration with the Vice President for Academic, Student Success and Workforce Programs, prepare a report of goals and objectives, with accomplishments annually.
    7. Monitor academic class schedules, room assignments, and classroom fill rates.
  1. FACULTY AND STAFF HIRING, SUPERVISION, AND DEVELOPMENT
    1. Assist the Vice President for Academic, Student Success, and Workforce Programs with the recruitment and selection of full-time teaching faculty in accordance with the college’s procedure; coordinate with the search committee to recommend candidates for hiring as delineated in the procedure.
    2. Provide support in the selection of adjunct faculty in concert with the respective program/discipline head and/or program coordinator; review, evaluate, and recommend individuals for adjunct faculty appointments; manage the hiring process in compliance with college policies and procedures.
    3. Recommend credentialing of full-time and adjunct teaching faculty, including Dual Enrollment faculty at area high schools.
    4. Supervise the college’s adjunct teaching faculty with the assistance of program/discipline heads and/or program heads.
    5. Collaborate with VCCS professional development resources to offer meaningful and engaging seminars, lectures, workshops, and other relevant opportunities for the division’s assigned faculty and staff.
    6. Encourage faculty members’ involved participation in outside professional development conferences, institutes, and similar forums aligned with the college’s mission, vision, and strategic plan.
    7. Assist the Vice President for Academic, Student Success, and Workforce Programs, along with the college Registrar in the development of the annual course schedule.
    8. Assist the Vice President for Academic, Student Success, and Workforce Programs in completing faculty load requirements.
    9. Research and provide resources to ensure academic support for faculty creative activities.
  1. STUDENT ACADEMIC SUPPORT
    1. Work with the Vice President for Academic, Student Services, and Workforce Programs to ensure academic policies are applied appropriately and any exceptions are granted and documented consistently.
    2. Collaborate with Student Services personnel to ensure students are appropriately advised.
    3. Manage decisions on various student issues including, but not limited to: academic appeals, reinstatement, course substitutions, prior learning assessments, enrollment exceptions, course incompletes, and grade changes.
    4. Manage and resolve student complaints.
    5. Refer students to appropriate support services as necessary.
    6. Provide input to the Director of Student Services with student outreach and engagement planning, recruitment and retention.
  1. OPERATIONAL OVERSIGHT
    1. Assist the Vice President in developing and managing the academic delivery of instruction including, but not limited to, class schedules, the efficient and effective use of learning spaces, faculty assignments, and teaching and laboratory workloads.
    2. Oversee the procurement of materials and supplies needed for the division’s operations.
    3. Monitor academic trends and make recommendations as needed.
    4. Update and manage the faculty and staff handbook bi-annually.
  1. BUDGET DEVELOPMENT AND OVERSIGHT
    1. Assist the Vice President for Academic, Student Success, and Workforce Programs in analyzing the resources needed to fulfill the division’s academic obligations including development of cost-benefit analyses and forecasts of academic program demands.
    2. Assist the Vice President for Academic, Student Services, and Workforce Programs in preparing fiscally sound budget proposals including rationale regarding expected results to be achieved from expenditures including, for example, the faculty staffing plan.
    3. Inform, assist, encourage, and coordinate with faculty to help take a worthwhile grant or sponsored program from concept to proposal.
    4. Monitor expenditures, assess fiscal trends, and take action to assure budget integrity.
    5. Assist the Vice President for Academic, Student Services and Workforce Programs in finding external funding resources.
  1. COMMUNITY RELATIONSHIPS AND PARTNERSHIPS
    1. Continue to build relationships with local educational partners, including expanding dual enrollment offerings with K-12 partners.
    2. Represent ESCC at various events and meetings as needed, to include various statewide meetings (VCCS).
    3. Facilitate, in cooperation with the VP, meetings, and events such as program advisory committees, workshops, conferences, fairs, and symposia.
    4. Other duties and responsibilities as assigned.
  1. TEACHING
    1. This position will also include teaching at least three to six credit hours per semester in an academic discipline determined by ESCC.

KSA’s/Required Qualifications:

  1. Demonstrated knowledge of community college curricula, instructional practices, and learning outcomes in disciplines related to the division.
  2. Demonstrated ability to develop courses and curricula in response to identified needs.
  3. Demonstrated ability to coordinate the development and scheduling of programs and courses based on a review of advisory committee input, college planning data, workforce development goals, and community and student demand.
  4. Ability to coordinate the division’s instructional and service programs with other college divisions and offices so as to be responsive to the needs of a diverse student population.
  5. Proven ability to work as a team player
  6. Ability to supervise and evaluate assigned staff while building a highly effective working team.
  7. Excellent skills in oral and written communication.
  8. Ability to interpret and apply college policies and procedures; ability to resolve issues, resulting in mutual respect and tolerance for varying points of view.
  9. Knowledge of and ability to utilize administrative and instructional applications of information technology.
  10. Demonstrated skill in managing budget, equipment, and other institutional resources.
  11. Master’s degree required from a regionally accredited college or university.
  12. Familiarity with regional accreditation standards as well as any applicable specialized accreditation, certification, and licensure requirements, with particular attention to their implications for identifying and assessing student learning outcomes.
  13. Formal collegiate teaching experience
  14. Demonstrated understanding of and commitment to the comprehensive mission of community colleges.
