Job Description Summary
Under supervision of the Vice-President for Policy and General Counsel, the individual will serve as the College's Title IX Coordinator. Title IX responsibilities, including complaint intake; investigation; preparation of responses, resolutions, and investigatory reports; coordination of hearings; policy and training material development, and selection and training of investigators, advisors, and other applicable College personnel will constitute roughly 50% of the position. The additional 50% will involve the development of new College policy and procedure, review and revision of existing College policy and procedure, and the planning and execution of a comprehensive, proactive College-wide compliance program. The individual will help develop a streamlined approach to ensuring institutional compliance with federal and state laws and regulations affecting the operations of Prince George's Community College.

Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier, and fax machine. No significant climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, and repetitive motions.

Minimum Qualifications
EDUCATION AND EXPERIENCE
- Master's degree applicable to public policy, political science, systems thinking or Juris Doctorate degree.
- Two to three years full-time experience working in Title IX compliance in a post-secondary or K-12 setting.
- Three years' experience in policy and procedure development and implementation.
- Three years of Supervisory experience
- Ability to develop and present educational programs and/or workshops.
- Knowledge and familiarity with legal and organizational issues facing Maryland community colleges.
- Ability to operate calmly and effectively under stressful conditions.
- Ability to maintain emotional stability to cope with human suffering, emergencies, and other stresses.
- Conflict resolution and/or mediation skills.
- Ability to analyze complex rules, regulations, and legislation and interpret data for broad audiences.
- Interpersonal and communication skills and the ability to work effectively with a wide range of internal and external constituencies in a diverse community

Title IX Coordinator Essential Duties (approx. 50%)
- Develops, implements, coordinates, and conducts educational programs and initiatives designed to educate and support faculty, staff, and students regarding their rights and obligations under Title IX, including reporting options/responsibilities, support services, College policy and applicable disciplinary code, grievance procedures, confidential resources, advisors, etc.
- Facilitates intake with Title IX complainants, including conducting initial interviews in a sympathetic but impartial manner, offering supportive measures as applicable, and presenting the opportunity to file an official Title IX complaint.
- Conducts reliable and timely investigations of reports and complaints of sexual misconduct in a confidential and impartial manner.
- Where necessary, coordinates fair and impartial Title IX hearings under existing College policy and federal regulations.
- Proposes sanctions for allegations of sexual misconduct substantiated by Title IX processes, and ensures that such sanctions are reasonably calculated to stop the sexual misconduct and prevent its recurrence.
- Select, trains, and collaborates with Deputy Title IX Coordinator, Title IX advisors, appellate decisionmakers, and other necessary Title IX personnel.
- Identifies systemic problems relating to complaints and determines whether College-wide resources should be adopted in response, including review and revision of College's sexual misconduct policies, increased monitoring, supervision or security at locations where sexual misconduct is reported to occur, and increased education and prevention efforts to targeted populations.
- Collaborates with leadership and campus constituencies to disseminate information, redesign processes, and support College's overlapping compliance needs and responsibilities.
- Communicates with Campus Police, local law enforcement, and government agencies to ensure that reports are handled appropriately and in a timely manner; coordinates with local victim advocacy organizations and service providers.
- Ensures ongoing College-wide Title IX compliance by collecting and analyzing data, writing comprehensive reports, and maintaining records of investigations.
- Tracks proposed and enacted changes to Department of Education guidance, regulation, and law pertaining to Title IX; strategizes in advance of anticipated regulatory changes and prepares for necessary implementation activities; attends trainings related to current Title IX best practices.
- Serves as Campus Security Authority as outlined by the Clery Act.
- Attend monthly public meetings of the Board of Trustees.
- Attend commencement exercises.
- Performs miscellaneous job-related duties as assigned.
- Serves as the primary point of contact for the Office of Policy and General Counsel regarding the College's policy and procedure development and revision process.
- Identifies gaps in the College's existing policies and procedures, identifies concerns and necessary updates in existing policies and procedures, and initiates policy or procedure development or revision process accordingly.
- Guides and facilitates the formulation, review, publication, and implementation of College policies and procedures within existing College participatory governance framework, including recommendation and selection related to involvement of key stakeholders, presentations in front of College governance bodies, and collection and incorporation of feedback.
- Researches and analyzes policy and procedure concepts, complex policy and procedure issues, possible legal implications, and the impact of proposed policy and procedure revisions on key areas of the College, and avoids duplication or conflicts among existing or proposed College policies or procedures.
- Stays current on local, state, and federal law, regulation, and guidance pertaining to the operation of a public institution of higher education in the State of Maryland, monitors anticipated changes in legal framework, and accounts for the impact of such changes by initiating policy or procedure development or revision
- Develops and implements an annual policy and procedure review calendar.
- Develops an annual electronic compliance calendar in support of required activity across the College.
- Coordinates responses to alleged violations of rules, regulations, policies, or procedures that affect the operations of the College and its adherence to compliance.
- Coordinates internal compliance review and monitoring activities, including periodic reviews of departments.
- Creates and manages internal mechanisms to permit independent reporting of compliance deficiencies, and responds promptly and effectively to investigate and assure that appropriate corrective action is taken.
- Advise senior management of any anticipated or existing College compliance concerns.
- Interacts with regulators on compliance issues.
- Performs miscellaneous job-related duties as assigned.
