JOB SUMMARY
Reporting to the Executive Director of Energy and Building Trades or a designee, the Associate Director of Decarbonization and Carbon Mitigation Programs is responsible for managing the University's Strategic Energy Management (SEM) plan for Decarbonization and Carbon Mitigation. This plan addresses the University's goal to reach net zero by 2030 through conservation, decarbonization, and carbon mitigation measures.
The University of Connecticut has a $21 million energy budget for the Storrs and Regional campuses and a $13 million energy budget for the UConn Health Center. In order to mitigate the University carbon footprint, stabilize budgets and contain costs, the University has implemented a highly successful Strategic Energy Management (SEM) plan. All emissions reduction interim goals established since 2001 have been met resulting in a >45% reduction from the baseline. The SEM plan integrates selected technologies and energy efficiency measures and demonstrates UConn's commitment to the federal and Connecticut's efficiency program and carbon footprint reduction goals.

This is a full-time, position. Salary will be commensurate with training and experience. This position is categorized as Emergency Support Services/Essential Staff. Must be willing and able to work during emergency closures/delayed openings due to inclement weather or for significant events that effect campus operations.

DUTIES AND RESPONSIBILITIES
Include but not limited to:
- Oversee and is accountable for the consequences and deliverables of the SEM plan to reduce Electrical Consumption, Water Consumption, and Natural Gas Consumption and lower the carbon footprint of the University; support University initiatives and advocate to implement suitable methods and technologies for the University.
- Provide professional and technical leadership in developing strategy; evaluate and make ongoing recommendations to adjust and revise the SEM plan based on new technology and methods becoming available in the market.
- Serve as a carbon neutrality subject matter expert for the Department, working closely with state and federal agencies, internal and external stakeholders. Utilize and apply current knowledge of available and emerging market and industry trends regarding carbon neutrality in order to regularly update UConn's plan. Maintain knowledge of state and federal regulatory guidance and goals for carbon neutrality.
- Provide high-level technical assessments and advice in support of the development and implementation of strategic initiatives and long-range plans for conservation, decarbonization, and carbon mitigation projects and services. Make determinations regarding the viability of carbon reduction technologies and/or methods that are functional at UConn.
- Assist with operational, renovation, and new construction efforts across the University, making operational decisions when required. Oversee renovations of mechanical systems; participate in the planning, design and construction of equipment that may be required for the technology or method.
- Perform technical feasibility studies and assessments; manage projects and financial planning designed to deliver new programs and capital improvement projects.
- Provide strategic management and coordination of projects; oversee day-to-day operations of ongoing programs, including field oversight of work and contracted service providers; manage multiple projects simultaneously.
- Responsible for the day-to-day supervision of project managers, data analysts for carbon neutrality, and external contractors, as required.
- Develop and implement standardized templates for Preliminary Site Assessments; review program and project documentation prepared by technical service contractors and providers; work closely with Facilities Operations Business Office on administrative operations and fiscal matters.
- Bachelor's degree and five (5) years of related experience; OR a Master's degree and three (3) years of related experience; OR a combination of education and related experience totaling ten (10) years. Experience must be at a comparable level and directly related to the duties of this position in industry with emphasis on a combination of at least three (3) of the following:
- Lighting design, application of reflectors, LEDs, day lighting, retrofit analysis, and project management.
- Pipe insulation analysis, and a working knowledge of installation techniques.
- Central plant operation and chilled water distribution system design.
- Water and air side heat recovery techniques.
- Demand control ventilation.
- Variable speed drive application and operation.
- Demand Response program experience including plan development, remote communication, operation, and verification.
- Solar photovoltaic, solar thermal, wind, cogeneration, Combined Heat and Power, fuel cell and other renewable energy and water design, application, and operation.
- Minimum of two (2) years of working knowledge of Decarbonization programs.
- Experience conducting Investment Grade Audits that include at least one (1) of the following:
- Design, implementation, and operation of the Department of Energy standard, remote energy, and water data acquisition equipment.
- Connecticut DEEP and Green Bank program documentation.
- Interest Rate Buy Down Programs.
- Public and Private Green Bonds.
- Demonstrated experience in utility metering and sub-metering design, implementation, operation, and visual display projects.
- Must be able to demonstrate a working knowledge of electric, steam, water, and gas metering equipment, various utility data communications protocols including Modbus RTU, Modbus TCP/IP, pulse, 4-20ma, and 0-10V.
- Must have some knowledge of Power Purchase Agreements as applied to Fuel Cells and Large-Scale Wind or Photovoltaic systems.
- Must be able to clearly articulate how the University of Connecticut can integrate existing software and hardware into a Strategic Energy Management platform.
- Ability to guide decarbonization and carbon mitigation projects and energy conservation measures from inception to final close out documentation and verification of performance.
- Excellent communication skills and strong leadership skills.
- Demonstrated integrity and the ability to act without consideration of personal gain and take prompt action in the case of unprofessional and unethical behavior.
- Must have reliable transportation.
- Must be willing and able to be on call to report to work during emergency closures, inclement weather or significant events that effect campus utilities and must be willing and able to work occasional evening and weekend hours as needed.
- AEE Certified Energy Manager Certification.
- AEE Certified Measurement & Verification Professional Certification.
- AEE Certified Energy Auditor Certification.
- Advanced degree in engineering, environmental sciences, or related field.
- Experience managing large utility spend ($15-$30 million).
- Experience in a position with financial accountability and/or financial analysis responsibilities.
- Knowledge of accounting, finance, and/or budgetary control as related to billing.
- Knowledge of state and federal laws and regulations.
