Context of the Job:
The Facilities, Real Estate & Auxiliary Services Organization is responsible for designing, constructing, and maintaining safe and highly functional buildings and grounds for the University of Delaware students, faculty, staff, and guests. The organization consists of Maintenance, Custodial, Planning and Construction, Parking & Transportation, Real Estate and Accounting divisions made up of 600 plus employees responsible for more than 440 buildings making up approximately 8.5 million square feet of space on five campuses and over 2,000 acres.
Under general direction of the Financial Services Manager, the Accountant serves as liaison with other departments such as PPD, M&O, Budget Office, General Accounting, Procurement, Treasurer's Office etc., as well as outside architects, contractors, consultants and construction managers to ensure University and Facilities, Real Estate & Auxiliary Services policies are well defined and maintained in daily operations.

Major Responsibilities:
- Prepare monthly, quarterly, and annual detailed and consolidated financial reports, including ad-hoc reports.
- Develop and prepare detailed forecasts, budget projections and variance analysis.
- Analyze, design, document, and implement various integrated systems, applications, and procedures for periodic and ad hoc financial reporting, utilizing complex electronic financial information from systems and databases. Compile and analyze financial information and develop analyses, projections, reports and presentations.
- Responsible for the key financial liaison and reporting for Custodial and University Services, which includes Grounds and Movers.
- Prepare monthly Utility monthly and quarterly allocation JVs and billings of Kent County to the College of Agriculture and Natural Resources.
- Prepare quarterly DBI journal vouchers.
- Implement and manage the p-card dashboard reporting. Allocate credit card transactions to proper accounts and process approximately 8,000 transactions annually. Apply judgment in handling correcting journal entries.
- Implement and manage the invoice dashboard reporting including the review of invoices for accuracy and timeliness.
- Assist with reconciling, reviewing and approving accounting records and transactions.
- Research and resolve complex accounting problems.
- Perform various complex reconciliation functions.
- Analyze accounting records for accuracy and completeness.
- Implement changes in office operations and process automation.
- Review and process purchase orders, contracts, change orders, and requisitions.
- Monitor and responsible for credit card reconciliation to General Ledger (10,000+ transactions annually); Maximo reconciliation to General Ledger; Trash expense and billings reconciliation to General Ledger; and all monthly journal voucher allocations of recurring charges.
- Undertake special projects to include special analysis and information reports, recommendations for change and/or improvements, controls and adherence to contract obligations.
- Participate in the analysis, documentation, and monitoring of accounting procedures to improve processes.
- Attend meetings, prepare reports, analyze and verify information, provide guidance relative to UD policy and procedures.
- Perform miscellaneous job-related duties as assigned.
Qualifications:
- Bachelor's degree in accounting or related field and three years' related experience, or equivalent combination of education and/or experience.
- Working knowledge of accounting systems and administrative policies and procedures essential for this position
- Ability to conduct financial analysis to identify costs, risks, and alternatives.
- Ability to analyze actual revenue, funding and expenses.
- Ability to evaluate and verify information against a set of standards, ensuring compliance with university accounting standards.
- Ability to coordinate and assist in budget development and preparation including project planning and implementation skills.
- Experience working with and/or monitoring construction and renovation projects preferred.
- Ability to work independently, make independent decisions and judgments in keeping with the level of the position; ability to plan, prioritize, balance, and review a variety of projects that must be completed simultaneously and on time.
- Ability to perform job duties with minimal supervision, effectively prioritize work, multi-task and adjust to changing workloads and deadlines
- Proficient computing skills with advanced knowledge and working experience of Microsoft Office Excel for cost reporting analysis. Ability to use advanced techniques in spreadsheet and database management (Excel/Access), preferably experience with PeopleSoft, Maximo and UD Financial systems with query writing and report generations using a variety of data sources.
