Context of the Job:
Under general supervision of the College HR Director, the HR Generalist supports the College of Arts & Sciences and performs a variety of complex HR responsibilities some of which require advanced or specialized knowledge and skills. Principal emphasis on providing first-line assistance to faculty and staff regarding general human resources administrative matters and supporting the College HR Director with record keeping, database management, and HR reporting. Provides intake services, answers basic questions, provides standard policy/procedural information, and triages HR matters to assigned HR Generalist.
Major Responsibilities:
Recruitment
- Oversees all full-time and part-time staff searches for assigned units. Serves as their central HR point of contact for the College of Arts and Sciences. Assists with obtaining search approvals, drafting and submitting job descriptions, external advertisements, salary determinations, use of the Predictive Index (PI), and management of the University’s applicant tracking system. Represents the College of Arts and Sciences by playing an active role in the talent acquisition process along with the University’s Talent Solutions team.
- Assists Search Committee members in the recruitment process, training and close out of recruitment. Conducts educational and developmental training sessions with all search committee members, ensuring that the search committee members have the appropriate administrative tools and recruitment knowledge in order to interview applicants (i.e. current employment trends, federal and/or state employment laws, UD policy guidelines).
- Writes and/or edits job descriptions, essential functions, and advertisements to ensure compliance with federal & state employment practices.
- Advises search committee on hiring determination and completes reference checks.
- Ensures compliance with affirmative action, and EEO regulations.
- Works closely with the hiring manager to determine equitable salaries. Finalizes offer, start date, and any other offer contingencies with College HR Director.
- Retains all recruitment files after the search is complete.
- Responsible for new employee onboarding of CAS hires in assigned units.
- Conducts New Hire Orientations
- Partners with the hiring manager to create new hire schedules for employees first week.
- Follows up and advises hiring manager on employee’s progress at 30, 60, and 90 day intervals.
Leave Administration
- Coordinates with leave administration team to determine eligibility for FMLA coverage for College staff.
- Assures efficient and consistent compliance with University, Federal, State policies and guidelines in administering various types of leave such as FMLA, Parental leave, and Worker’s Compensation.
- Acts as the College’s liaison for assigned units to assist Departments, Centers, and the Assistant Provost Faculty Affairs & HR with various types of Faculty leave to include but not limited to FMLA, Parental Leave, Sabbaticals, and Retirement leave.
- Coordinates with the University’s Director of Disability Support Services for any Americans with Disability Act (ADA) workplace accommodation requests.
- Ensures all required Paid Parental Leave forms are completed and submits completed forms to the College HR Director for final review.
Payroll & Records Management
- Point of contact for assigned units for CAS payroll/personnel records questions. Investigates issues and provides resolution to responsible party. Triages issues/questions to College HR Director when appropriate.
- In coordination with the CAS processing team, ensure all HR related transactions are completed.
- Including but not limited to JED’s, Position Change Forms, Supervisor Updates, Pay additional assignments, S-contracts, etc. Maintains data integrity for the college.
- Serve as the HR liaison for assigned units.
- Completes FLSA requests and submits to the Sr. HR Generalist for final review and approval.
General
- Delivers training, troubleshooting, and navigating support for multiple UD systems. (Talent Link, Webforms/views, UD PIN/Password reset, MY UD Settings, UD e-mail, UD ID cards).
- Manages the visa application process. In collaboration with OISS, oversees complex and confidential visa application processing. Serves as advisor to PI/Sponsors and Foreign Nationals throughout the duration of the application and subsequently when they depart. Stays current on federal guidelines and Visa guidelines for other countries.
- Participate in the Student Employment Mass Update (SEMU) process for the College by working with the CAS HR Team to ensure graduate information is accurate and changes are submitted in a timely manner.
- Serves as back-up for HR Generalist in their absence.
- Maintains integrity of all personnel files. Ensures all faculty, staff and student files are current and in compliance; electronic personnel files, electronic medical/leave files, recruitment files and payroll/time record.
- Manage the CAS HR email inbox and responds to inquiries in a timely manner.
- Manage the highly confidential background clearances (Child protection registry, state and federal) for all employees entering schools and working with minors.
- Manage the offboarding process for assigned units. Work with supervisors, College and University departments to verify access is restricted, UD property is retrieved, and exit interview is scheduled.
- Performs job-related duties as assigned.
Qualifications:
- Bachelor’s degree in business or human resources with three years of related experience, or equivalent combination of education and/or experience.
- Professional HR Certification (PHR, SHRM-CP) preferred.
- Ability to work independently, strong organizational skills, and attention to detail.
- Excellent customer service skills required.
- Ability to confidently troubleshoot complex issues and communicate and execute resolution.
- Ability to present reporting data and possible solutions.
- Ability to handle multiple tasks simultaneously.
- Ability to communicate (verbally and in written format) effectively and to interact well with people of all ages and diverse backgrounds.
- Strong organizational ability in a complex, fast-paced work environment.
- Skills in collecting, compiling, evaluating, and analyzing data from a variety of sources.
- Ability to safeguard confidential information.
- Skill in advanced tools in word processing, spreadsheet, & database applications for the development of reports, presentations & information dissemination.
- Strong attention to detail, as well as the ability to interpret University policies and applicable regulations, and anticipate, evaluate and take appropriate action to resolve problems that impact service delivery.
- Knowledge of federal and state employment laws & the ability to interpret, explain and apply employment policies, practices, and procedures.
- Demonstrates an understanding and consideration of the differing needs and concerns of individuals with varying identities, cultures and backgrounds.
