CONTEXT OF JOB:
Within University Finance, Procurement Services is responsible for the purchasing of and payment for all the University's goods and services needed to execute its mission. In addition to traditional purchasing activities, Procurement Services is responsible for processing and execution all non-payroll disbursements. Procurement Services also manages the University's procurement card program. Annual expenditures processed and executed by Procurement Services total approximately $750 million. Major functional units within Procurement include Purchasing, Accounts Payable (AP) and Supplier Data.
The Sourcing Specialist reports to the Strategic Sourcing Manager, working with the Manager to execute the sourcing strategies and methodology while fulfilling the procurement needs of the University. The position serves as a key member of the Procurement Services team, responsible for the strategic sourcing activities of the university. Functions include identifying, planning, executing, and managing strategic sourcing initiatives to obtain goods and services for the University in a timely, efficient manner that secures the best value at the lowest cost in compliance with statutory and other procurement requirements. The position also executes and manages contracts and provides on-going oversight of key supplier and customer relationships.

MAJOR RESPONSIBILITIES:
- Independently manage an assigned book of business including a variety of commodities such as facilities, MRO, IT, research and scientific, professional and business services, etc., to achieve cost savings and cost avoidance ensuring goods and services are procured at the best value to support the research, teaching and public service mission of the University.
- Manage all aspects of sourcing events and supplier engagement activities including: RFx, spend pattern analysis, contract analysis, bid evaluation, negotiations, and supplier consolidation.
- Manage a portfolio of strategic sourcing activities that meets University stakeholder needs.
- Implement existing policies and practices and advise others regarding the same.
- Provide quality customer service and keep key stakeholder groups informed and engaged in strategic sourcing activity to identify opportunities, meet customer needs, and help ensure adoption of the outcome of sourcing efforts.
- Collaborate with Procurement contracts team to ensure required terms and conditions are included in all University proposed contracts, that requested or desired exceptions are timely resolved, and that contract term dates are tracked and managed.
- Act as a liaison between internal stakeholders and external suppliers, maintaining relationships and ensuring satisfaction
- Manage content of a variety of catalog types, including internal and external (i.e., punch out) catalogs within the University's e-procurement platform.
- Utilize methodologies for spend data and analysis to discover new sourcing strategies and improve spend management.
- Manage key supplier relationships including monitoring and measuring performance relative to contract terms and conditions such as quarterly business reviews, service level agreements, and key performance indicators.
- Effectively work with the Supplier Diversity Officer to ensure utilization of diverse suppliers, appropriate supplier diversity language is used in bids and contracts and provide communication and outreach to our diverse and local community.
QUALIFICATIONS:
- Bachelor's degree in business, supply chain management, operations, or related field.
- Minimum of three years of professional experience directly related to the standard duties as outlined.
- Knowledge of industry best practices and current developments/trends in area of expertise.
- Demonstrated negotiation skills of the highest quality and effectiveness.
- Effective interpersonal and communications skills and the ability to work effectively with a wide range of stakeholders across a diverse community.
- Ability to work independently and exercise good judgement and discretion in handling difficult, complex issues.
- Strong organizational and multi-tasking capability that produces accurate, detail-oriented work in a timely manner to meet stringent deadlines.
- Analytical and strategic thinker with highly developed problem-solving skills.
- Strong presentation skills with the ability to speak across various forums and communicate to broad, diverse audiences and comfortable interacting with senior level management.
- Ability to provide technical guidance and leadership to professional personnel in area of sourcing.

- Strong MS Office skills.
- Experience working with automated eSourcing, contracts, eCatalogs tools, systems, and processes, preferably Jaggaer (formerly SciQuest).
