Department & Position Overview

The Director of Procurement & Supply Chain Services (Director) reports to the Associate Vice Chancellor, Financial Affairs & Campus Controller and is part of the leadership team within Financial Affairs. The Director oversees, through subordinate managers, various departments in Supply Chain Management: Procurement Services & Buyers, Strategic Sourcing & Sustainability, Business Contracts, and E-Procurement as well as the Copy, Mail, and Receiving Services Department. The Director collaborates with the Controller's Office to provide leadership, direction, and management of the procurement process for UCSC. The Director has the opportunity to establish strategies, controls, processes, techniques, evaluation criteria, and policies and procedures in the areas under their purview and consults with and advises the campus leadership as appropriate. The role works on purchasing initiatives of diverse scope through detailed and thoughtful analysis and evaluation. As the leader of campus procurement, this position is the business owner for the Jagger system - Cruzbuy. The Director will also oversee the P-card program. Outside of Santa Cruz, the Director leads and/or participates in significant projects UC system-wide in collaboration with the UC Chief Procurement Officer, UC Office of the President, and other campus or system-wide peers to drive supply chain best practices and benefits across the UC system in the state of California.

Key Responsibilities

Leadership and Expertise to Campus
The Director will serve as the face of Procurement and Supply Chain to campus, ensuring strong relationships with campus clients and proactively engaging stakeholders to assess needs and ensuring supply chain value is being delivered. The position will advise senior management on specific situations and negotiations, influencing/persuading other senior level management on campus. The role would lead cooperative efforts involving various areas and resources in special projects and initiatives. The Director may negotiate contracts involving large amounts and/or of significance to the campus and have the responsibility of reviewing/approving purchases up to a specific amount.

Operational Leadership to Department
As the head of many functional areas, the Director would maintain a high performing team to execute supply chain and procurement strategies and services beneficial to the campus. The role provides leadership over the areas under their purview for functional integration and assumes the responsibility of the departmental budget. This position advises and provides direction to buyers, other staff and managers in resolving various supply chain issues in serving the campus.

Candidate Profile

As the campus procurement leader, the successful candidate would possess advanced knowledge of the procurement function and field. To effectively work with the campus and externally, the person would need advanced customer service, communication, collaboration, influencing, interpersonal, and negotiation skills. The candidate would demonstrate skills to contribute to the development of the organization's objectives and principles and achieve goals in effective ways. As a Director, management skills to lead the department and its people through staff performance and development, team building and communication, resolution of issues, hiring/training, and review and approval of work would be essential. The person should have an analytical approach to assess for continuous improvement, be data-driven, and possess advanced knowledge of procurement and related financial technologies.

The candidate should be strong in relationship building, service orientation, and strategic sourcing. It would be desirable for the person to possess the creativity, drive, and strategic thinking to bring the organization to a more valuable operation that delivers a great deal of savings and implements innovative solutions. It would be preferable for the person to possess excellent political acumen to contribute to the UC system-wide procurement initiatives. It is helpful if the candidate understands public purchasing and has expertise with business contracts.
